Global alliance of overseas Filipino workers (OFWs) Migrante International today expressed disappointment and dismay with the decision of the Department of Labor and Employment (DOLE) to dismiss the cases filed against controversial Labor Attache Romulo Salud.
In a letter (please see attachment) addressed to Ms. Dolores Balladres-Pelaez, Chairperson of United Filipinos in HongKong (UNIFIL-Migrante-HK), DOLE Sec. Rosalinda Baldoz declared that the agency’s fact-finding team found Salud “liable for discourtesy in the course of performing his official duties” and that “he is hereby admonished and sternly warned.”
However, the agency dismissed complaints for abuse of authority and failure to perform official duties lodged against Salud by OFW Agnes Tenorio and other Filipinos in HongKong for “lack of merit”.
“We are dismayed, angry and offended with the DOLE’s decision. This is a virtual go-signal from the DOLE to other labor attaches and government officials that they can neglect, abuse and maltreat our OFWs and get away with it. Salud’s actions warrant more than a simple admonition or warning yet the DOLE not only tolerated but exonerated him,” said Garry Martinez, Migrante International chairperson.
Martinez said that they are “not surprised” that such a decision came from Baldoz because of her track record during her stint as POEA (Philippine Overseas Employment Administration).
He cited Baldoz’ dismissal and negligence in the case of the Sentosa nurses who approached POEA for support in their case against Sentosa Care, a company which runs nursing facilities in the United States. “She even literally slept through the accounts of the victims on the one occasion that she granted them audience,” Martinez said.
“Shame on Baldoz, DOLE and the Aquino government on their handling of Salud’s case. This is a glaring disregard of OFWs’ rights and one that has once again ignited the outrage of our kababayans both here and abroad. We demand no less than a recall,” he said.
The migrant leader said that they are mulling other possible plans of actions to pursue the case of Salud and other negligent and abusive labor attaches and embassy officials. ###
