Drunken PH consul-gen in Canada is Ninoy’s frat brod

Migrante Partylist called on the Philippine Embassy in Canada, the Department of Foreign Affairs and Philippine Congress to immediately investigate the drunken, unruly and unacceptable behaviour displayed by a PH Consul General in Vancouver, Canada.

The Con-Gen’s unprovoked, rude behaviour was caught on camera by a disgruntled overseas Filipino worker (OFW) and later posted in YouTube.

It was later learned that the rude embassy official in the video is no less than PH Consulate General Jose A.P. Campeso.

The YouTube video was uploaded by OFW Proceso Jr. Flordeliz on April 19 after he personally encountered Ampeso’s rude behaviour at a Passport Renewal Outreach program in Alberta, 1,000 kilometers away from the PH post in Vancouver. The video shows Ampeso, visibly drunk with his slurred speech and unstable gestures, while confronting an OFW client over “donations” for the agency.

In a blog site, Flordeliz also recounted how Ampeso verbally attacked him when he said that he could only give a dollar (one Canadian dollar) as donation to the agency.

 Frat mates

Ampeso is a career diplomat who was first assigned to New Orleans in the United States as vice consul-general in 1982. He was allegedly instrumental in acquiring a passport for the late Benigno Aquino’s return to the Philippines in 1983.

Ampeso graduated from the University of the Philippines in Diliman where he reportedly met the late Ninoy Aquino and became his frat mate at the Upsilon Sigma Phi fraternity.

Ampeso was assigned in Canada in 2012 to be in charge of a mission responsible for assisting Filipinos too far from the PH Embassy in Ontario.

“We call on all concerned agencies and PH Congress to investigate this matter and sanction all abusive and erring embassy officials. Embassy officials represent the PH government in any country, they should be liable to the Filipino people, their constituents,” said Garry Martinez, Migrante International chairperson and Migrante Partylist second nominee.

Martinez also challenged Pres. Aquino to personally look into the matter and direct concerned agencies to lead the investigation. “Pres. Aquino, is this another case of KKK (kamag-anak, kaklase, kaibigan) politics?” he asked, referring to criticisms that Pres. Aquino gave special favors, appointments and considerations to his relatives, allies and friends in business and politics.

Migrante Partylist, which is vying for a seat in Congress this mid-term elections, includes in its electoral platform the investigation and punishment of all erring and abusive embassy and PH post officials. ###
